Much ado has been made about a supposed change in the APD's discipline policy when it comes to issues of untruthfulness. Which is another term for deception. Or also known as omission. And known as misrepresentation. But let's call it for what it is: LYING.
And Banks knows a lot about lying. Under oath in an administrative hearing, he was caught lying by attorney, and now state Democratic Party Chariman, Sam Bregman. But now, Banks, who we guess is interim chief now because there's no comment from Schultz, says that one has to look at the totality of the circumstances. Huh? All investigations are done from the perspective of a totality of the circumstances. That is why from Day 1 in the APD Academy cadets are told to ALWAYS tell the truth because lying will get you fired. Under the new policy, if an officer LIES then it seems their lie will be looked at in the totality of the investigation. If you lie during an investigation, that action itself is looked at as an aggravating or mitigating factor. That is why personal MUST tell the truth, the act of covering up misconduct is often much worse than the misconduct itself. Former and departed President Richard Nixon is the ultimate example.
Circumstances which should not only get people fired, but indicted. Like when former APD officer Levi Chavez ran his car into a kid riding his bike as a P2/C and lied about the accident. Like when an officer rear-ends a citizen in his marked unit and gives her a false report number. Like when an off-duty sergeant lies and says he was chasing a drunk driver. Like when APOA President Weber says he was "vaguely aware" of the policy. Like when Commander Tim Lopez stated two other APD officers were insubordinate and started a fight with him. Like when Deputy Chief Banks lies and says he was not in the crime scene of prominent civil right's attorney's house. Like when Ray Schultz says response times for calls for service are not important (we could go on and on about Schultz but you get our point). Like when CAO Perry says his administration is a leader in transparency and then tells citizens to sue him to get informatin about city expenditures. Like when RJ Berry says crime is at an all-time low thanks to his policies. And it goes on and on and on....

A government institution, nevermind a police department, has to have ZERO TOLERANCE for lying. Retired Lieutenant Steve Tate commented that truthfulness has only one level: truth or not. We agree. And while Banks seems to think that APD operates under it's own best practices, we are not persuaded by any argument offered by a confirmed liar about SOP policies addressing lying. We can hear it now in the echoes of the court room, "Officer X, isn't it true, that you're department allows officers to lie?"
Of interest, Berry is silent on this topic. One can only believe Berry's beliefs follow that of his chief and he too condones lying.

Ray is making sure anyone the next Chief fires for their lying during this administration has grounds to get their job back. The next Chief will be stuck with these corrupt incompetent hacks because the policy said a lesser discipline could be implemented. The rules say discipline must be progressive discipline and we all know Ray and company never discipline their water carriers so it will be their first disciplines.

The upper leadership of APD are ALL liars. They lie their asses off to protect themselves, and their buddies. Then when they want to screw someone over they accuse them of lying. When that doesn't work they lie some more. When that fails they bring in Kathy Levy to assist in making their lie more believable.

These assholes are still operating off of a 1940's and 50's mentality where they think they can do whatever they want. Their arrogance and stupidity is even more amazing. Everything is totally out of wack here.
I will give you some food for thought. So APD has a lot of shootings. Maybe as much as other cities. BUT the question is: Just how many cities shoot as many unarmed people? I am willing to bet that Albuquerque leads the nation in the shooting of unarmed people. The Academy tells the recruits when they should shoot. This is the reason. APD takes away the discretion of the officer. Ask them why they tell officers they should have used deadly force in certain training scenarios and you will get..... You guessed it. A lie when they tell you that they don't do that. You know why it is a lie, because recruits have been yelled at for not utilizing deadly force in F.A.T.S. simulation training. Force is based on the perception and feeling of the officer based on his knowledge at the time he uses it. It all varies, but not here. People need to start stepping up and putting these lying malfeasants in their place.
One more thing. The DOJ needs to sit in on every single current and active IA investigatory interview being conducted, because they are still violating the rights of employees on a daily basis.
This place is a mess, and it is not going to get cleaned up until there is a new mayor in office with the balls to fire the entire upper command staff, along with that asshole Perry who tells them what to do and the filthy city attorney who plans it, makes excuses for it and lies about it in court.
How much longer can the honest hard working men and women of APD be made fools of? Has it really come down to being made a laughing stock of any and every courtroom you walk into, really??
If you do not stand up NOW and voice your opposition (or walk off the job), you will forever be tainted with the stinking rotten criminal element infesting your HQ and City Hall.

I heard Rob Gibbs was at that church and all he did was tell the bad guy to just stab himself and leave everyone else alone! He then gave the guy a card to his shrink and was ok. Didnt you guys see him telling the news media all this?
The only thing that means anything to APD staff is filling their pockets before fucking everyone over and running out the back door to their cabin in the woods, their skank side piece girlfriend's apartment, or the next job they can sponge from while collecting a pension they did absolutely nothing for or deserve. Federal Mandate Smandate...... These criminals laugh in the face of a DOJ investigation. If there is any justice, the feds are sitting back taking it all in before they smash all of these asholes like bugs and throw them in a cage.

What is the date on this sop change? Interesting they haven't fired casus for fatal. The family deserves better. The way APD is handling Casuas is for a reason. Maybe you get to keep your job when you are indicted on a felony.
BREAKING NEWS: Felony indictments are no longer a guarantee that one will be fired!!! YIPEEEEE! Me thinks i will drive around drunk recklessly in my police car slamming into unsuspecting people with no consequent. Well the consequence will be that I will be hidden away for a few weeks until everyone forgets what i did and then i will b issued a new tahoe and a new inside dayshift weekend off position. I hear there is a new reality show. It stars a tremendous liar pimp and a red faced turkey neck. Its called policies and procedures gone wild, APD style. Its a new show where the brass of APD are all on a sinking ship and they just get to make up the rules as they go along. Right up until someone yells.... "Just Watch" as they strike an iceberg ending up on a deserted antarctic island (a little prison metaphor there) where the turkey necked skipper and his pet liar gilligan spend the rest of their days.
Holy smoke what is going on with APD!. I am a proud retired APD officer and totally ashamed of all the untruthfulness that I am seeing and hearing from the 5th floor. What happened to honesty at all cost?. The numbers put out to the media in regards to officers who answer calls for duty are untrue. 168 took part in the bid, 168! An all time low, and we all know that swat, k9, open space, airport police, narcs, detectives, impact team, vice and possibly city security for all we know are included don't answer calls for service THEY NEVER HAVE,. 168 my god not only are the citizens of Albuq. In jeopardy but so are the officers.
If that's not enough to worry about we have the 5th floor head hunting for the big mistake they made allowing lateral transfers from inferior departments. What happened to building and making our officers, rather than look for stupid reasons to disqualify our home bred youth. Your missing the mark guys.
The 5th floors perception of a good officer has been wrong. They are perceived as future glory boys who have turned out to be criminals or have issues of morale turpitude.
