Bernalillo County Tries to Make Knee Jerk Reaction Appear Legitimate

Bernalillo County announces, “Former jail warden in Pa. brings 30 years of corrections experience to Bernalillo County.”

The new Director/Chief of MDC (Metropolitan Detention Center)is Ramon Rustin, of Pennsylvania. Mr. Rustin appears to be more than qualified for the position. This story is not directed towards Mr. Rustin but towards the decisions made by Bernalillo County Officials.

When the citizens hear of these types of appointment, it makes them wonder. The primary question is; why didn’t they hire someone from New Mexico? We have a large pool of New Mexicans who are qualified. We have native New Mexicans and others who have made New Mexico their home, who are unemployed and could use a job. Notwithstanding, there are many other New Mexicans who are looking for a job change or an upward promotion.

The County Manager, Thaddeus Lucero, the Deputy Manager, Tom Swisstack, and the County Commission should be ashamed of their actions. As you know Thaddeus Lucero has been the County Manager for many years and has left a trail of misdeeds in his ruins. Given Lucero’s record; he is probably not the best person to include in or have any say in the decision making process. The County is supposed to be deciding Lucero’s fate in the next few days. It is assumed, that if they dump Lucero; they will do another “Nationwide search,” since there is “nobody” in New Mexico that is qualified to perform certain County duties. Maybe the County Officials are going to follow Mayor Berry and his administration in making “A Berry Bad Mistake.”

Here is what traditionally occurs. An outside person is brought in, they stay long enough to get a second retirement from our retirement system, and they leave our State with that pension. This does nothing but hurt our State long term. The County administrators need to quit being short-sighted and look at the bigger picture. Any job should be given to a local person before going out-of-state. Swisstack stated that there were over twenty-two applicants.

"We are extremely fortunate and delighted to have Ramon join our team," Deputy County Manager Tom Swisstack said in an announcement of Rustin's appointment on the Bernalillo County website. "His long history in corrections and demonstrated leadership make him an excellent choice to take on the challenges of being the MDC Chief of Corrections."

Our public officials need to be more accountable to the tax payers and take care of our citizen’s before they go on a shopping spree across the Country. What’s ironic is; our public officials talk about how bad the economy is and how high unemployment is, only to turn around and recruit someone 2,000 miles away to take a job from a New Mexican. If our officials are going to "talk the talk; then they need to walk the walk!"

Maybe its good to have someone from out of state. Everyone seems to be dirty, look at white and shultz.

It would be interesting to know who the local applicants were.

Ya i agree with having someone outside the state to run the show.
I don't mind at all, Should happen more often

I have to disagree with this artical. MDC has tried hireing from within its own ranks and look at what has happened, bigger and bigger issues.

Come and listen to a story about a man named White
A poor mountaineer, never was so bright,
Then one day he was trollin for some hide,
And up through the ground came a bubble gum bride.
Peaches that is, Darren's delight, white gold, Texas tea.
Well the first thing you know ol' White's got his mare,
Kinfolk said White move away from there
Said New York is the place you ought to go
So they loaded up the truck and moved to where it's slow
Suffern, that is.
Up state New York, home town, pork chops, Swimmin holes, has been's, retired con artists.
The Albuquerque Hillbillies!

Well now its time to say good-bye to White and all his kin.
And they would like to thank you folks fer kindly droppin in.
You're all invited back again to this locality
To have a heapin helpin of their hospitality
Hillbilly that is. Set a spell. Take your shoes off. Y'all come back now, y'hear?

The reason we have to hire out of state is because everyone here's been with someone elses wife so to speak. Everyone knows someone who owes someone else a favor.
Corruption is embedded deeply here. Otherwise you wouldn't see the likes of a White or a Berry rise to the levels they have. If qualifications had anything to do with it, neither would have a job sucking on the taxpayers teet.

Look at what a disaster hiring chief galvin from the outside was.

too much inbreeding in NM. Must import some brains and new ideas. can't always pick whoever floats to the top of the sesspool

Most people in key positions of authority and decision making here in Albuquerque, couldn't qualify to push a broom in Chicago.
Why is that? People from other areas of the country will run circles around people from here. APS is a prime example. There is certainly a correlation between competence and the fact that NM is 49th place in education.
Think about it. Look at the people who hold important positions here in education, politics and the private sector.

Post at 10:13 Go to Illinois then. Most states are worse than New Mexico. Corruption happens all over the country. Illinois and several other states are in the process of trying to change federal laws so they can declare bankruptcy so they can get out of paying pensions to retirees. Yeah, they are really great there. Did you know that corrupt New Mexico has the second largest permanent fund in the country. Stupid corrupt New Mexicans! Pera just needs a few tweaks and we should weather the storm. I agree totally with this article. Their are dummies all over this country, not just NM. As Merle Haggard once said "if you don't love it leave it." Tired of your guys shit! Why are you guys working here anyway? Probably couldn't get hired in Illinois or wherever! Probably the most corrupt state in the union is Illinois. Tired of getting kicked around by people who don't appreciate what we have here. We welcome you here and all you do is bash NM. Not everything is bad! The worst thing that happens to this state is people who come and use NM (hypocrites), then leave NM with local money. That hurts the state as well.

If we had more senior officers with guts like Paul Heh, "they" wouldn't be able to get away with 9/10ths of this crap. Well done Paul.

Your sort of right. Shorten it to, "if we had more officers with guts". So many people with the APOA want someone else to carry the standard. The APOA members ALL need to put on their big girl and boy boots and stand on their own back legs. Quit waiting for Paul and others to take the hits, stand up for yourself, or go sit down and shut up.

I'm glad the county went with an outsider for the corrections position. the problem that the city and county both have is that the "qualified" people applying for the position are the assistants and underlings to the person that no longer holds the position, and it's just a continuation of the same old same old. Some departments need a complete fumigation and it won't happen with an "assistant" or "deputy" stepping into the same shoes his or her predecessor wore.

In September 2010, then Sheriff of Bernalillo County, Darren White was found to have evaded state law in a class action case that could cost the county millions. District Judge Nan Nash found that the County and Sheriff Darren White practiced stopping motorists on state highways and seizing funds they may have had, usually under $10,000, but the persons were never charged with a crime nor was their money returned but found its way to the Sheriff's department. The City of Albuquerque already settled the class action suit for over $800,000. The Mayor of Albuquerque, Richard Berry appointed Darren White to oversee the Police Department as the Chief Public Safety Officer, the highest law enforcement position in the City. Berry has no brains. What a joke.

APD was violating their SOP and seizing monies just in lower amounts. The amount shouldn't matter its easy don't seize money. Schultz why don't you check you will that is a true statement.

The disaster started when schultz came to be chief. Look at morale the last six years and our DC's that get promoted. From one good boy to another and the saga continues. I thought law enforcement were suppose to be proud, stand on our two feet. That is not apd.

What about the BCFD Chief, he was a bottom feeder at AFD. The County is buying the most expensive truck out on the market. Way to go! The County Commisioners need to start cleaning up this mess.
