Culture of Corruption; it Exists in APD

The Eye back on March 1, 2011, asked the question, “Culture of Corruption; Does it Exist?” (read it here). By the actions of APD’s top brass from Schultz down; the answer is “Yes.” We researched our achieves and found story after story, warning Mayor Berry and giving him facts about the corruption both White and Schultz were conducting. When APD’s top brass, agreed to become a party to Darren White’s cover-up and crimes, they committed themselves to purgatory.

The Eye knows that the Transition Report for APD was “doctored” before it was submitted. The team that prepared the Transition Report did the research, interviews, documentation and prepared the report for submission. The team had a falsehood belief that the Mayor was actually going to receive an un-altered report. What actually transpired was much different. When the report was submitted to FORMER Public Safety Director, Darren White, the report was in its original forum, but when the Mayor received it, the report was altered (doctored). All of the critical information that it contained was removed. It was obvious that whoever doctored the report was wearing “Rose Colored Glasses.”

Some of the information was about the culture of corruption and how APD showed many of the signs. Other important information was intentionally withheld, such as, commanders of APD telling the transition team, in private; they were “scared of the 5th floor.” Anything that was spoken about or alluded to corruption or the culture of corruption of any kind, was taken out of the report. Did Berry ever ask to see the real report? Maybe he should ask for the real report now, since the LIAR, Chief Public Safety Director, Darren White, is gone.

The team used the periodical written by Dr. Neal Trautman, “How Police Departments Become Corrupt,” the team found many subtle likenesses to that of APD. These types of cultures start at the top and are cultivated. As this behavior continues, it radiates downward till the entire organization is corrupt. This is becoming more apparent each and every day.

Mayor Berry will now have to battle the new liar on the block, Chief Schultz and his lying cronies. It appears that White taught Schultz well. If you were convicted in a United States Federal District Court of violating another person’s civil rights like Schultz did; would you still have a job? By the way, does anyone remember how Sam Costales became the focus of Chief Schultz’s aggression? Darren White was Sheriff and went to Schultz to complain about Costales. Bernalillo County paid out $30,000.00 on White’s behalf to Costales. The City of Albuquerque paid close to a $1,000,000.00 with all the cost and judgment.

The Eye traced the deception, lies and cover ups to the origin of the Berry Administration. If DOJ or any other federal agency wants a copy of the original report and the doctored one, please contact the Eye.

Both copies exist and many people have both.
Why would Darren & Ray turn it a revised edition.
The next best question.; Why did Berry, White and Schultz turn in the altered one to the city clerk as 'Official'?
Does the City Clerk know about the original? Does she know she filled a bogus report?
Mr. Berry, you are ultimately responsible. Did you read the original one. Shame on you if you did. Huge amounts of revealing information was taken out. kind of like the information that Kathleen White's report that almost got taken out.
YOU JUST CAN'T GO ALTERING STUFF, TO COVER UP AND DECEIVE.
Maybe the press needs to request booth copies not just DOJ..

The only way to solve this problem, is to start fresh. The APD has plenty of qualified canidates to be Police Chief. The DC's must also go. Dingle Berry pull your head out of your ASS! If you have both copies send them to the news. It appears channel 4 and 7 would be the better paths to take. Why just grumble here - do something about it. Hell send it to senators, congressman, washington, other federal law enforcement agencies. That way they can't say they weren't aware.

The problem lies in how both the APD and AFD Chiefs are chosen and by whom. Both are political puppets appointed by the Mayors office and for better or worse (Worse usually) they must meet the Mayor's personal/political agenda and so long as they do, they still have a job. Then Marty came along an invented the Director Of Public Safety position for one of his political hacks and things got even more convoluted.

What we need to do is remove the Mayor from the process of choosing his various Public Safety Hacks (aka Chiefs) and create a Public Safety Committee, or commission. As an example, said Committee could be made of of 1 AFD, 1 APD and 1 Corrections Admin person and 1 Union rep from each Union. Add to that, 2 people from the Mayors office, and either two from the City Consul (Or 2 people they appoint) for a total of Ten people from various backgrounds and experience. Then make those Chiefs of APD, AFD and Department Of Corrections all accountable to this Committee, NOT to the Mayor or his designee (The DOPS), and so long as these Chief do their jobs competently and in the best interest of public safety, they will continue to have a job, no matter who the Mayor is. By creating this committee the various Chiefs can no longer be manipulated by the Mayor and they will actually be able stand up and tell the Mayor, or City Consul, "No, that's not in the interest of public safety!" At the same time, if the Committee sees that one of it's Chief isn't doing their job in the best interest of public safety, than the Committee can replace that Chief at any time.

Can that happen? Sure. Should it happen? Probably. Will it? not likely. Why? Because no Mayor wants to lose that much power and control. But imagine if it was like that today, could Darren Whiteliar have gotten away with what he has up to this point? Hell, would there even be a need for him in the first place, Would Ray still be here? or for how long? Finally do we even need a Director Of Public Safety?
Let be honest; in Albuquerque, is anyone really qualified to be the DOPS? Does anyone truly have the varied background required as a police officer, corrections officer, AND a firefighter? I don't think so!!

Brad Arensfield was railroaded and the FBI helped to do it, and so did that POS Tara Neda from the U.S. Attorney's office. She has a record of withholding evidence in cases http://www.mainjustice.com/2010/12/21/defense-says-u-s-attorneys-office-in-new-mexico-withheld-evidence/
, just like she did to Arensfield. I don't know if she was full of her usual "win at all costs whether they are guilty or not", or if this was to silence Arensfield on Darren White's role, but it smells really bad. DO NOT count on the feds cleaning this up, they are worse.

Who cares what the media has or doesn't have? Post copies of each for downloading by the general public and let them decide what they say. Is the media the only one qualified to read, parse, and select that which is of public interest? Usually, I find the media to be quite ignorant of the topic they report on.

So, once again, I'll put the question out there. If you have copies of each, will you make them available for download by the general public?

Does every post have to be hijacked by an Ahrensfield comment? He had his day in court a a jury decided. Even if Darren and others did something wrong, it doesn't change what Ahrensfield did. If others did wrong, prosecute them too.

Ray needs to go.......he's an embarassment to the entire APD. I don't know how he can hold his head up anymore. He had a chance to stand up for the department and do the right thing shortly after he took the Chief's job. Unfortunately, he chose to go the route of being a political pawn. He has proven to beat the odds and hang around as Chief for over 6 years now. He has received a nice pay check for that time and apparantly learned how to sleep well at night knowing he put his own interests above the department and its officers. What a shame!

I have a comment addressed to the first poster on the previous topic @ July 17; 10:35 pm. He/she sort of denigrated officer Al Walck as to his motives in this whole thing. I don't know officer Walck but I knew his brother John back in the 80's and heard a lot about him. Without trying to post a + or a - on his character, some people need to recognize that, regardless of his supposed motives, he accomplished something that a lot of blow-hards on this blog only talked about. We have been reading comments for months from people who have said things like "The truth is coming" and "Tru Touch is going to be your downfall" and "We have the proof, the documents, the evidence, etc" and "your days are numbered" and on and on, but like farts in the wind NOTHING EVER HAPPENED! At least, for whatever motive, Officer Walck stood up to them and basically gave you the prize. If one of Darren's (or Ray's) poodles had been first on the scene you would still be eating what Darren fed you. I'm just saying that you don't have to admire the man and give him a trophy, but you do need to recognize that without his actions you would still be farting in the wind.

To the 9:51 post. I totally agree with your assessment of Al W and this site. People on here make reference to having the evidence to do all these losers in, but none of the threats have come to pass. What I see here, is when an officer does beat city hall, half of the cops on this site attack the officer. For example, when Sam won, he was accused of planning the whole thing, so he could sue. Like he could see into the future. When the cop bitten by a dog and was injured the cops had bad things to say about him. There seems to be a lot of corruption at APD and it is not just Berry, Perry, White & Schultz, it's a lot of cops. I've asked around about Ahrensfield and from what I hear he wasn't exactly a boy scout. He may be totally innocent, but I find it difficult to believe he did nothing wrong. His big mistake was trusting that Darren would have his back. He should have sang like a canary from the beginning of the investigation. Seems like most cops have no choice but to turn a blind eye to their fellow officers abusive behavior, but they also turn on each other when they do the right thing. I've had family member in law enforcement and fire fighting and it ain't what it used to be. They had integrity - not to say they were perfect, but they were a far cry better than what's in there now. All we hear about are politicians - corrupt, city leaders - corrupt, judges - corrupt, business people - corrupt. Nothing but corruption and people wonder what is wrong with our country. It isn't because of the Dems or the Repubs - it's because no one has morals, values or integrity. It's all about greed. All you hear about is waste, fraud and abuse, which results in our hard earned tax dollars being wasted.

PRE-1975 There hadn't been a mayor for a long time, I'm sure political corruption, but APD & AFD chief's had to apply & be qualified. Fire Chief Ray Kuhn was the last great Chief. He hated that political appointment crap & retired the day Kinney became mayor. He wasn't going to lay down with the slime dogs & pay for a position after 36 years of quality service. PLus serving in the South Pacific during WWII. NOW, with some bucks and help with campaigns any worm can become an $80,000+ per yr at will employee. I'm a person with too much integrety for that.

Yeeeeah Arensfield had his day in court and it showed that the FBI no matter how you cut it, is the most lying unethical bunch of imbeciles to put on a badge. Also it showed that the Government can hide whatever evidence they want thats damaging to their case and nobody will do anything about it. How about Ausa Fouratt stating in the paper that the government didnt hide any evidence, then a judge comes out and publicly announces they did. Try hiding evidence in metro or district court and let a judge find out about it and see what happens. FBI and US attorneys office is worst than the crooks in the streets.

Ahrensfield has had several days in court and was found guilty and is now awaiting sentencing. What about what Ahrensfield actually did? All the talk of everything else is smoke and mirrors to distract from what he did and a jury found him guilty of.

Ahrensfield gets a lot of peer support because he is a likeable guy who is viewed as the cool, tough, macho guy that can ground fight and kick ass. But he doesn't exactly have a track record of using good judgement throughout his law enforcement career.

If anyone else was involved in tipping someone off to a criminal investiagtion then they should be held accountable too, no matter who it is or how well liked or cool they are. What about Ron Olivas? The whole thing started because he couldn't keep information confidential.

I will tell you what I do know, having been around this guy in the field, on activations and watching him teach for more than 15 years. I know for a FACT that he has not had a single citizen complaint in over a decade while still working the field, Mayors office and Swat! Lets put it in perspective on your comment of "Bad Judgement", prior coming to the Police Department Brad has Graduated some of the most prestigious Schools the Department of Defense offers, US Army Ranger School, Special Forces Combat Diver and Dive Supervisor Course, Special Forces Long Range Surviellance Leaders Course, Special Forces Military Freefall Course and US Army Jumpmaster course, just to name a few. He is a Gulf War Veteran and spent his last four years in Special Operations Command pulling Extremely Dangerous Missions all over the world as a team leader and team member. A tough arena to work in for someone who makes "Bad Judgement Calls"!
Now on the Department he was a Crisis Intervention Officer, Training Officer, Body Guard to Mayor Chavez, Swat Officer with over 600 real world call-outs (4 years as a primary Sniper) and a Albuquerque Police Academy Instructor. All these positions While having a history of "Bad Judgement"??? On the outside he is the only Officer I know of who was paid to teach at the FBI Academy in Quantico Virginia, to FBI/HRT no less, not once but several times! Also while working at the same time for the US Dept of Energy for 13 years he was the program manager for thier Intermediate Force,Ground Control and executive protection programs! Little known fact,he was part a very small group less than 5 who traveled the US to our Nuclear Power Facilities to Assess thier vunerabilities and assist them in the upgrade. By the way that is why he was at the World Trade Centers on 9/11 he was assessing the Indian Point 2 Nuclear Power Facility for our Government. Lastly, days after 9/11 he was summoned by our Government to the Pan American Flight Center in Virginia with a hand full of other people from across the country to develope safety measures for the airline industry and present those measures to members of congress, which, by the way, parts of those programs are in use today. WOW all this from a guy who has a track record of not using "Good Judgement"! Research your facts you Gumba you couldnt hold Brads jock strap! The case! If it wasnt a setup Ron Olivas would have been tried as well. the FBI wouldnt have needed to lie on the stand, and the US attorneys office would not had to hide critical evidence!

8:22 - Did you ever jump into a raging arroyo to save someone. Well Sam did. The person he saved is probably glad he won the lawsuit for telling on a few thug deputies. From what I've witnessed a good portion of APD is corrupt. That's why you can't get rid of the corrupt leaders, because when a cop does the right thing you all attack like sharks. I'm surprised anyone is defending Ahrensfield. Obviously not enough. That's why he is going to prison. Not too many of the boys in blue will stick their neck out and you sound like one of those chickensh**s!
